The only thing that wasn't up to par with the rest, was the Quality of the Text.
You should have used more interesting fonts, and had a bit more animation in there.
the rest was excellent.

It was quite good, the animation was mostly Smooth and the Bails + Blood were done well.

Few Pointers -

1. Get rid of Gradient Fills
2. More Detail for the Backgrounds
3. Use 16 / 14 bit sprites, the 8 Bit stuff diddnt look too good.

Also, it would have been better if insted ofjust having Megaman do the same 2 Things in the same Are each time, If maybe the First one was always a Bail, or just a Different Character.
Maybe a sort of "Horse" competition story or somthing.

Overall, it was good, but you have alot to do before you start reaching Good / Excellent Scores.

Theres only a few things you should Improve on -
First, Id say make the movie Longer.
Second, Re-Think the Sound, Its slightly out of Sync with the movement, and Finally, Improve on the Flashed graphics.
There were a few Basic linear Fills, and the Text looked kinda plain, even though it was Animated well.

Although, the only reason I diddnt give it a better score is because of the DBZ aspect.
You are a good animatior and you could make movies of higher quality and score.
Keep at it, but abandon the DBZ crap.

It could have been a bit longer, and covered the use of Graphics and Movie Clips.
Also, if you are using flash, then maybe you should Find that common button in the In-built Library whihc represents the Right-Left keys on the Keyboard.
